Instructions for drafting "Part B" of the INNOLOT proposal
This section provides a template to help you structure your proposal. It will help you present important aspects of your planned work in a way that will enable the experts to make an effective assessment against the evaluation criteria. Although, all sections of the template must be addressed in the proposal, the amount of information provided should be proportionate to the value and complexity of the proposal.

The information provided in Part B (the scientific and technical content, the impact and profitability analysis) should be sufficiently detailed to allow evaluation of the project according to the list of criteria defined in Annex 3.

The minimum font size allowed is 11 points with at least 14 point line spacing. All margins (top, bottom, left, right) should be at least 15 mm (not including any footers or headers).
A maximum length for the different sections of Part B is specified in template respectively. The maximum length of Part B (section 1 to 3) should not exceed (65 pages in group A and 50 pages in group B), you must keep your proposal within these limits. Even where no page limits are given, or where limits are only recommended, it is in your interest to keep your text concise since over-long proposals are rarely viewed in a positive light by the evaluating experts. The experts may be instructed to disregard pages in excess of the maximum length specified in the Call Text.
You must use exclusively PDF (“portable document format”, compatible with Adobe version 3 or higher, with embedded fonts). There is an overall limit of 10 Mbyte to the size of proposal file Part B.

1. Scientific and Technical quality

1.1 Progress beyond the State of the Art
Describe the state of the art and demonstrate the innovative character of the proposal

Section 1.1 will be used to assess evaluation criteria:

6. The novelty of the project R&D outcomes with respect to the current state of the art1 (0,1,..,5 points)

7. The project contains product or process innovation2 (YES/NO)

1.2 Scientific and Technology methodology and work plan:

(recommended maximum length - 3 pages plus 2 pages for each work packages description in table 1)
A detailed work plan should be presented, broken down into work packages (WPs)

Please present your plans as follows:

1.2.1) Describe the overall strategy of the work plan.

1.2.2) Show the timing of the different WPs and their components, e.g., the Gantt chart or similar timetable (placed in Section 4)

1.2.3) Provide a detailed work description broken down into work:

      • Work package list (please use table B8);

      • Deliverables list (please use table B9, placed in Section 4);

      • Milestones List (please use table B10, placed in Section 4);

      • Description of each work package (please use table B5 , placed in Section 1.2);

      • Summary effort table (please use table B11, placed in Section 4)

Tables- 8-11 and the Gantt chart containing timing information are placed at the end of the proposal template, each table/chart should be placed on a separate page.

1.2.4) Provide a graphical presentation of the components showing their interdependencies (Pert diagram or similar)

The number of work packages is limited to 10. The planning should be sufficiently detailed to justify the proposed effort and allow progress monitoring by the NCBR.

Section 1.2 together with the Gantt chart and the content of Tables 8-12 will be used to assess evaluation criteria:

2. Project outcomes are within the framework of the national smart specialization4 (YES/NO)

2. Implementation
2.1 Management structure and procedures

(recommended maximum length - 4 pages)
Describe the organisational structure and decision-making mechanisms of the project. Show how they would match to the complexity and scale of the project.
2.2 Participant(s)
For each participant in the proposed project:

  • provide a brief description of the legal entity, the main tasks they have been attributed and the previous experience relevant to those tasks.

  • provide also a short profile of the project management staff members who will be undertaking the work

(~1 page per consortium participant)
If appropriate describe the industrial/commercial involvement to ensure exploitation of the results, and how the opportunity of involving SMEs has been addressed.
i) Subcontracting: If any part of the work is to be subcontracted by the participant responsible for it, describe the work involved and explain why a subcontract approach has been chosen for it.

Section 2 will be used to assess the evaluation criteria:

3.1 Expected impacts
Describe how your project will contribute to the expected impacts in relation to the Topic in question. Mention the steps that will be needed to bring about these impacts. Mention any assumptions and external factors that may determine whether the impacts will be achieved.
Describe and provide the result (scientific/technological) and output indicators showing the expected improvement in relation to the Topic. The current value of the indicators should defined and also the expected improvement.

3.2 Dissemination and/or exploitation of project results, and management of intellectual property

  • Describe the measures you propose for the exploitation of project results, and the management of knowledge and intellectual property rights.

  • Show the market demand and profitability of bringing to market the innovations and technologies developed within the project. Describe whether the exploitation of project results will be in Poland.

Section 3 will be used to assess the evaluation criteria:

Milestones are control points where decisions are needed with regard to the next stage of the project. For example, a milestone may occur when a major result has been achieved, if its successful attainment is required for the next phase of work. Another example would be a point when the consortium must decide which of several technologies to adopt for further development.
